1.8 Clients Crashing on Server Join/Resource Pack Initialization

Hello, 1.8.8 and 1.8 clients are crashing when they join my server. I am running the latest version of IA + LL along with Paper 1.17.1. As soon as I remove the IA jar file their client no longer crashes. Any idea why this is? All versions 1.9 and above are fine. Thanks
