Tab Complete not working as stated in wiki question

I had looked at other stuff related to tab complete however my question is slightly different so decided to write it.

I am aware that tab-autocompletion_1_19_1_plus: false can disable the tab complete however my problem is that the tab-complete don't just work while you do :+tab but it works even if you just do TAB on empty chat and it shows not just players but also the emoji, my question is, is it possible to still allow tab complete but only activate when ":+TAB" is used, as empty tab press should only show players that are only for easer communication.

I had also checked the wiki with does states that this is how it should work:

But again at this moment just typing TAB on empty chat will also show all the emojis. So is there a chance for a fix?
(The reason this is a question not an bug report in github is am not 100% sure so prefer to ask this as an question.

This is actually how it's supposed to work.
Please make sure to try to use it on Spigot (no Paper or forks) and on vanilla client without mods. Let me know.
If the issue still persists then Mojang might have changed something again in their code.

So this following test were done on an vanilla client without any mods: (Also all clients were tested on same version as the servers were)
Spigot 1.20.1 - Sadly the tab complete still doesn't work properly even with spigot only and no mods on client.
Spigot 1.19.4 - This version also seem to not work the way it was intended.

In the end the result showed that 1.19.4 and 1.20.1 have issues were emoji will show just by pressing TAB, and shows emojis and players.

Plugins used while testing: ProtocolLib, LoneLibs, ItemsAdder

Try to test 1.19.1 but it's not supported and even if I bypass it well the plugin is kind of broken, as things don't work so could not test that version.

It works fine for me.
Completition shows when you press TAB after you write :, otherwise is won't show any suggestion.

I've been following this thread since the beginning and I confirm that when you tab directly after opening the chat, it shows the emojis mixed with players pseudos

I try it again but not working still,
Couple of things:
All settings when tested was default for the spigot,craftbukkit.yml
Version of Protocollib v5.1.0-SNAPSHOT-654
I try to reset the itemsadder settings to default as well but same results.
Also tested with itemsadder: 3.5.0c-r2

Please make a video like I did.
In the video I show that this doesn't happen on a normal setup.

LoneDev I made you one on my previous post!
In your video, you don't tab once without writing for autocompletion.
Just try tab without any beginning of word, without putting the ":" at the beginning.
Normally it displays the list of nicknames of connected players, except that here it will be mixed with the list of emojis.

I see, seems something changed in recent Minecraft updates.
I doubt it's possible to do anything against that other than disabling the tab complete option for emojis (tab-autocompletion_1_19_1_plus: true in ItemsAdder config.yml) and use /e command to get emojis like in legacy Minecraft.

Sorry for not responding for some long, I was on an Holiday, I did not mention that before but I also try to change this settings in spigot.yml:
commands:
tab-complete: 1, changed that to 0, 1, 2 but looks like the issue was still showing up, so now when for example i switch tab-complete to 1,2 i can't see player unless I type first letter but for the :emoji: what ever setting is set it I just have to do TAB and it will show up, not tested with -1 setting as that disabled tab-complete.

So the solution is to set tab complete to 2?

Sorry what I mean was that no matter what tab-complete setting I set doesn't really solve the issue.
